Uganda Public Leadership Program (UPLP)

Executive Summary

The Uganda Public Leadership Programme (UPLP), launched in 2025 by Lead Impact Hub Uganda, trained sixteen young professionals, nine males and seven females, selected from a pool of 450 applicants. Over four weeks, fellows completed six core modules delivered online via Google Meet and one in‑person mentorship session at CEPA headquarters, culminating in a graduation hosted at the Embassy of Sweden. Key outcomes include: 100 percent module completion, three‑quarters of fellows declaring intent to run for public office, and new civic initiatives ranging from climate literacy drives to policy advocacy. Partnerships with CEPA, the Swedish Embassy, International Youth Think Tank, and ADD Films ensured technical and in‑kind support. Baseline assessments established a Theory of Change and monitoring framework. Planned next steps include expanding to thirty fellows, introducing residential sessions, and strengthening alumni mentorship, with a fundraising target of USD [insert figure].

Monitoring, Evaluation, and Learning

A mixed‑methods baseline survey informed the programme’s Theory of Change and indicators on leadership capacity, citizen trust, and public‑service engagement. Continuous feedback was collected from fellows and facilitators via reflection meetings and surveys. An endline study scheduled for Q4 2025 will measure capacity gains and public‑sector engagement against baseline values.
